The Losers
There will be winners and losers and the losers will fight against this change. These are most likely to be the wealthy who currently enjoy the privelidge of paying less tax on investment income than people pay on earned income. There will be massive resistance from a powerful minority.
The Confusion
Even if we agree it might be unfair, inefficient, full of complexity and loopholes, it's a system we've gown up with and know well. We know where we stand, we know what we need to pay. Although simplification is one of the main goals, how would we explain the change and convince people of the benfits? How would we counter the untruths and fear mongering that would no doubt be used against us?
The Cost
Although untilmately we should end up with a simpler, and cheaper system to operate, to enact the change would be a huge undertaking. The scale of this task could be compared with the task of 'Getting Brexit Done'. Who wants that again?
The Idea
Maybe the idea just isn't good enough. Maybe you have a better one?
